Problem

It's internet-wide standard that users expect top left corner to link to homepage. WatchTranslations doesn't yet comply with this standard.

Proposed solution

Make navbar-brand link to tool's homepage. Please keep in mind the tool runs at non-root location in production. The link should work in both development and production environments.

Student is expected to upload a patch against labs/tools/watch-translations repository at Wikimedia Gerrit. Student should claim Phabricator task while claiming task at the GCI site.
