MediaWiki API should allow blocking and unblocking by user id
Currently, the (API allows blocking by username and ip address/range)[https://www.mediawiki.org/wiki/API:Block]. The API should also allow blocking by user id. This will either require a new parameter or some creative changes to the existing one to differentiate user ids with all-numeric usernames
