Add test for extract_challenge_data function for submission worker
Write a new test for EvalAI submission worker's extract_challenge_data function. The test should cover all the corner cases to ensure that the function does not break for any input. You can find the codebase for the function here (https://github.com/Cloud-CV/EvalAI/blob/master/scripts/workers/submission_worker.py#L197).
