[openwisp-config] Improve static code analysis with luacheck
- Make sure luacheck performs its checks on the actual module code (right now it only checks the test code).
- Modify the runtests script so that no errors and warnings are suppressed.
- Fix the errors and warnings.
- Finally, send us a pull request.
