We want a tool that is able to recursively find all the songs and create a Google Play Music playlist.

You can use other projects and libraries to help you, for example:

gmusicapi => A good API to handle Play Music playlists

It's OK to use any language you want as long as the program is not limited to run in one OS (for example, don't use something that only works in Windows).
