Add config.yml for welcoming new users

What's the problem (or idea)

We want to add the https://github.com/behaviorbot/welcome for our repository to welcome new contributors for New Issue Welcome, New PR Welcome, First PR Merge

What should be done?

Add the config.yml file inside .github of the home directory with content as per config.yml present in plots2 repo https://github.com/publiclab/plots2/blob/master/.github/config.yml

Don't forget to replace all occurrences of plots2 with simple-data-grapher
