Build a RESTful API server using Go language.

The API should be for library management, giving endpoints for book status(issued/available), most issued book, top trending book, the user to whom the book is issued etc.

Your code should be publised to a Github repository on your Github account.

Also include instructions in a README.md file on how to start/stop/use this server.
