Integrate celery worker for prod and dramatiq worker for dev
The PR for dramatiq worker deletes the celery decorator. Write code such that dramatiq is used in dev env and celery in prod. (reference PR : https://github.com/Cloud-CV/EvalAI/pull/2593)
