Add check in EvalAI-CLI from response if it is compatible with the current client version with respect to server

For every response from server, only if the response has header for minimum compatible version and its current version is less than that mentioned in the header, the CLI should throw warning. The Header for minimum compatible version for CLI is Minimum-CLI-Version
