Add test for load_challenge function for remote submission worker
Write a new test for EvalAI remote submission worker's load_challenge function. The test should cover all the corner cases to ensure that the function does not break for any input. You can find the codebase for the function here (https://github.com/Cloud-CV/EvalAI/blob/master/scripts/workers/remote_submission_worker.py#L172).
