Add test for download_and_extract_file function for submission worker
Write a new test for EvalAI submission worker's download_and_extract_zip_file function. The test should cover all the corner cases to ensure that the function does not break for any input. You can find the codebase for the function here (https://github.com/Cloud-CV/EvalAI/blob/master/scripts/workers/submission_worker.py#L133).
