Add functionality to send email to participants when evaluation is done in case of Docker based challenge

A new challenge type is being added to EvalAI i.e. Docker based challenges. The evaluation in these challenges take alot of time and the status is only visible on the EvalAI page. It would be a good functionality to send emails to participants whenever the evaluation is done.
