[Tracker] Ensure django.pot is up2date in a test
Problem
Tracker contributors can forgot to update django.pot/djangojs.pot with new messages they added, which cause messages aren't localizable
Proposed solution
Add a test that fails with commits which added messages but didn't update django.pot/djangojs.pot.
Student is expected to submit their work via Wikimedia Gerrit (wikimedia-cz/tracker repository).
