WatchTranslations: Creating a watched component makes no success message
Problem
If you create a new watched component, the tool won't say "that worked". That can confuse some users, especially given other edit parts do have a success message.
Proposed solution
Add a success message for creating a new component.
Student is expected to upload a patch against labs/tools/massmailer repository at Wikimedia Gerrit. Student should claim Phabricator task while claiming task at the GCI site.
