Problem

When an admin changes topic in the admin interface, the list of available subtopics is not changed. That can be confusing, and once the admin refreshs the admin interface, it can't be saved properly again.  

Proposed solution

Add an admin javascript that will take care of updating the list of available subtopics on topic field change.   Student is expected to send a patch for wikimedia-cz/tracker repository, hosted at Wikimedia Gerrit. When claiming task on GCI website, student should claim a respective Phabricator task as well.
