WatchTranslations: Add preference to choose interface language
Problem
Recently, translations to other languages were enabled with Translatewiki.net. Currently, users can't select a language they want to have the tool in.
Proposed solution
Add a preference option that will store the language in user.language field. You do not need to add a DB field.
Student is expected to upload a patch against labs/tools/watch-translations repository at Wikimedia Gerrit. Student should claim Phabricator task while claiming task at the GCI site.
