WatchTranslations: Move Preferences and Logout link under username
WatchTranslations displays username of currently logged in user and Preferneces/Logout links in one level. However, the username one usually acts like a dropdown menu and contains preferences, logout and similar.
Student is expected to upload a patch against labs/tools/watch-translations repository at Wikimedia Gerrit. Student should claim Phabricator task while claiming task at the GCI site.
