Problem

When Echo email settings are set to daily or weekly digest, it is possible for a notification to be read on wiki long before it is sent by email, thus sending information already known.

Proposed solution

Add a preference allowing users to exclude read notifications from the digest email. This would not apply when the email preference is set to send notifications as they occur since there is no significant delay to allow the notification to be read on wiki.

The default value of the preference would preserve the existing behavior until there is sufficient demand for the new behavior.
