Problem

Report bug link is in a very prominent, and unusual, place. It's more frequent to have it in the footer.

Proposed solution

Create a footer similar to XTools's one, displaying at least:

• Link to sourcecode, along with current version running (if running from a git repository)
• Report an issue link

Student is expected to upload a patch against labs/tools/watch-translations repository at Wikimedia Gerrit. Student should claim Phabricator task while claiming task at the GCI site.
