WatchTranslations: Use a button instead of Watch new link
Problem
When you load WatchTranslations with no watched components, it doesn't look very good, see screenshot.
Proposed solution
Change Watch new link to be a button displayed through the whole container.
Student is expected to upload a patch against labs/tools/watch-translations repository at Wikimedia Gerrit. Student should claim Phabricator task while claiming task at the GCI site.
