The Hashtags tool (https://hashtags.wmflabs.org/) monitors the usage of #hashtags in Wikimedia edit summaries.

We have a separate Django app graphs for statistics, So ideally we should move the statistics templates to that app along with the relevant view code - it's currently located in the other app.

In particular, we should move the following templates to graphs app:

all_projects.html

all_users.html

graph.html
