A simple utility to publish WebIO/Interact applications to Heroku
Information about running a Julia heroku app is in http://www.stochasticlifestyle.com/building-web-app-julia-differentialequations-jl-online/. In this task you will make a command line utility which would take a directory with a default index.jl file which returns a WebIO/Interact UI and publish it to heroku. You're free to come up with any conventions for writing such apps.
