Update Julialang.org to be more accessible using Tota11y

The Julia Programming Language

Tota11y is a web accessibility test created by Khan Academy. Use this tool and test Julialang.org to make sure we are compliant.

This task requires that you update all errors that the tool shows. There should only be a few remaining issues for you to update. Please post screenshots of the before and after.

You should open a PR to the JuliaLang website repo once you have made the changes and tested them locally.
