Identify a Timing Test Missing from psxtmtests

The psxtmtests directory primarily contains tests for methods from the pthread.h file. This task consists of identifying a single test case that is missing and to which test (or new test) executable, it should be added.

pthread.h is from the POSIX standard and you can review the methods it defines here: http://pubs.opengroup.org/onlinepubs/9699919799/basedefs/pthread.h.html#tag_13_36

Successful completion of this task is a patch adding one or more lines to the file rtems/testsuites/psxtmtests/psxtmtests.csv and a description of the case(s) identified. This will require a patch that is reviewed on gci@ and devel@.

New test cases successfully identified will be used as the basis for task to create those tasks.
