Convert part of SW Eng Handbook to Rest (license-requirements.rst)
This task consists of converting a Wiki page to Rest and inserting it into the appropriate section in the RTEMS Software Engineering Handbook. You will be editing the file license-requirements.rst to complete the TBD: Convert and merge indicated Wiki page. Turn the TBD statements and URLs into a comment -- do NOT delete them. The RTEMS Software Engineering Handbook is currently only available on the sw_eng_hb branch of the personal git repo git://git.rtems.org/joel/rtems-docs.git. All work should be against the eng/ subdirectory of this branch. The original document this outline is based on is at https://ftp.rtems.org/pub/rtems/people/joel/sw_eng_hb/. If there are questions, ask on gci@rtems.org. The outcome of this task is a patch made from git that updates the file license-requirements.rst.
