Problem

Some users are spamming Tracker by comments, even ReCaptcha is enabled. For this, a feature to disable comments on particular ticket was enabled. To allow trusted users to comment there should be new permission allowing to bypass this restriction.

Expected outcome

You should propose a patch to Wikimedia Gerrit, see tutorial.

Student is expected to claim the task on Wikimedia Phabricator when claiming this task on the GCI site.
