Problem

addexampledata command, if executed on a system with at least one non-example user, will create tickets with non-example users in requested_user field. It shouldn't do it.

Expected outcome

You should propose a patch to Wikimedia Gerrit, see tutorial.

Student is expected to claim the task on Wikimedia Phabricator when claiming this task on the GCI site.
