[Fabrik] Set up Fabrik developer virtual environment on Windows

Currently, we provide installation instructions for setting up Fabrik using virtual environment for Linux and Mac. Experiment with setting up the developer virtual environment on Windows (without using docker), and create a documentation with the steps involved. You could try using Bash for Windows. If it is not possible to setup the developer environment on windows, try using a Virtual Machine with Ubuntu instead.This can offer people without Linux or Mac more flexibility than Docker to install dependencies.
