ListenBrainz has a feature that allows users to import backup files downloaded from Last.FM. However, Last.FM has removed the feature to download the backup files now, making our feature useless.

Your task is to remove this feature from the ListenBrainz codebase. In order to complete this task, you will remove the Flask view that handles the upload and import of the Last.FM backup files and remove the option from the user facing HTML page.

Once completed, submit a pull request with your changes to the Github repository, and respond to any suggestions and requests by the ListenBrainz developers until the pull request is approved (you do not need to wait until it gets merged).
