Document Picard's `PLUGIN_API_VERSIONS`
PLUGIN_API_VERSIONS is a variable used by plugins for MusicBrainz Picard to determine which versions of Picard the plugin is supposed to work with.
However, this variable is pretty much not documented anywhere. Your task is to document this both in Picard's source code as well as on Picard's website.
