Basic Certificate Template [Certificate-generator-frontend]

Create an angular component which would contain the basic template of the certificate. This template should contain mandatory date field, name, what certificate is for and should contain the name of the issuers. Feel free to use color combinations, fonts, and other CSS details. Make a PR for the same.
