Editing certificates before Issue [Certificate Generator frontend]

This is the feature for the organization/individual registered to issue the certificate. While generating the individual certificates and not bulk upload they can preview the certificate(a task already available for this) and make changes in the same. This preview would provide them 2 options i.e Publish and Edit. Publish mark it as confirmed and edit would take back to the form which organization fills to generate a certificate and user can do a direct publish or preview the certificate again.
