This would be the feature of an organization/individual dashboard. They can issue a single certificate at a time. When clicked on the button to generate a single certificate they would be prompted to select from the available templates for the certificate and fill out all the mandatory fields. After that, they would have an option to direct publish or preview the certificate before publish.
