commit-message-validator: Make Change-Id optional
Wikimedia has a commit message validator used to check commits uploaded to Gerrit conform with the Wikimedia Commit message guidelines.
It currently requires a Change-Id, which is specific to Gerrit.
Wikimedia uses several other repositories/review systems other than Gerrit, such as Github, Differential, Gitlab, etc.
This task is to improve the validator to not require Change-Id when used with a review system other than Gerrit.
