When Wikipedia is down, an error message and an image is displayed. The text is a bit misaligned in some web browsers with some zoom levels. See the screenshots in https://phabricator.wikimedia.org/T180656 - that task also includes info about the source code file location and the code repository you have to check out ("git clone").

You need basic understanding of CSS to work on this task. If you have worked with Git and Gerrit it would make it easier for you, but that is not a requirement. To resolve this task, you must propose and provide your software change (patch) in Wikimedia Gerrit where review of code changes happens.
