Typically, on sheet music the BPM and the "beat" itself is defined.

For example "quarter note = 60 BPM" or "whole note = 60 BPM". (The latter would be four times faster than the former)

I think what is important about this implementation is:

it is easier to understand what the "beat" is (is it a "quarter", "half", etc?) the user can manipulate the tempo better, and with a better representation. For example, switching to and from "cut time" would make more sense with a two argument solution.
