Setup initial android code structure in contact-groups-android

Setup hello world code structure in repository and also setup following libraries

Gradle wrapper version should be latest and

ext {
    compileSdkVersion = 27
    supportLibVersion = "27.0.2"
}

5 instance are being created for this task. Only one will be merged but if work is good enough, task will be accepted even if not merged.
