Use 'moderator' everywhere in CritiqueBrainz's codebase

Some pages on CritiqueBrainz use the term moderator and some pages use administrator. E.g., the page https://critiquebrainz.org/review/ae5156ba-923e-4199-bfa8-4aff814d1e3f (a deleted review) uses administrator while the footer of the CB site uses Moderators for users that can view deleted reviews.

Clean and update the CritiqueBrainz code so that only one of these terms are used to refer to this category of users as they are the same in the context of CritiqueBrainz.
