The Locale preferences is the GUI app to change all settings related to the system-wide locale. Haiku needs a command line tool to do the same.

For starters, this CLI tool will only set the first preferred language. More tasks will be created to add more features until it's on par with the GUI app.

You'll find the code of FirstBootPrompt and possibly the Locale prefs most helpful.
