The Locale preferences is the GUI app to change all settings related to the system-wide locale. Haiku needs a command line tool to do the same.

In this iteration, the CLI tool should learn how to set fall-back languages (secondary, tertiary,... etc.). Start by discussing how you plan to implement that.

You'll find the code of FirstBootPrompt and possibly the Locale prefs most helpful.
