loklak: Add Continuous Integration and automatically deploy Master branch to Google Cloud

OBJECTIVE

Please implement deployment to Google Cloud from Master branch to the domain "test.loklak.org".

Currently the actual loklak.org website is still deployed manually. A better and faster way would be continuous integration with Google cloud. Please solve relevant issue on our tracker.

Sign up for Google Cloud and set up on a test account. Afterwards work with your mentors to set up the system on the organization account
