As the Mifos transitions sugar development to the Apache Fineract community, we have not properly organized and synthesized our developer and technical documentation. Documentation is spread across the Mifos Forge wiki, the Apache Fineract wiki, and Github. Duplicate and out of date information makes it confusing for new contributors.

This task involves cataloging the existing documentation, highlighting the problem areas and recommendingn ways to resolve.
