Bug: Volunteer should not be able to access admin urls [VMS}

Prerequisites:

Python, Django, Set up VMS

Simple Definition:

It would maybe be better to show a no admin right page for volunteers. Throughout the application, there are 3 instances where other admin rights could be accessed - /volunteer/search/, /administrator/settings/ and /registration/signup_administrator/. The fix is closely linked with GCI task

Steps to Take:

Create a new branch in your fork to solve this issue.
Setup VMS and explore the application
Reproduce #325 issue, reported on github.
Fix the code.
Push all the changes to your new branch and create a pull request
