fix localised wikipedia begiak/phenny modules
Begiak, our IRC bot, used to support localised wikipedia lookup. For example, you could type .wik.ru Россия and get info from this page. Now an error is being returned instead. Fork begiak on github, figure out what's wrong with this modules, fix it, and submit a pull request.
