Html-tools (http://wiki.apertium.org/wiki/Html-tools) should detect when the user wants to translate a website (much as how Google Translate does) and switch to an interface (See "Website translation in Html-tools (interface)" task) and perform the translation so that pages that the user navigates to are translated.
