When you create a board (by either adding a new topic, or creating a description (internally called header), in a namespace where Flow is enabled by default), it should immediately show the history tab.

The history tab is normally generated on the server, but it could be added on the client-side with JavaScript.

There may also be code in the VisualEditor extension that is usable here.
