Reduce size of notification panel footer
The notification panel currently has more height of the footer than the header. There is no reason for giving such weight to the footer area. The footer of the panel should be reduced to be the same height as the header in order to provide a better balance. This task involves working with the "Echo" MediaWiki extension, and the patch should be submitted to Gerrit.
