Newsletter extension helps users to - create newsletters, create issues for those newsletters, make other users publishers of the newsletters etc. One of the special pages which delivers these functionalities is Special:ManageNewsletter wherein you can remove a publisher by clicking the 'Remove' button if you have the rights for it.
