In the MediaWiki wiki software, a user may be blocked (prevented from editing or modifying any pages) if they vandalise or disrupt the wiki. While blocked, a user should not be able to perform any functions on the wiki (except for a small number of allowed tasks).

Your task is to ensure that bureaucrats cannot change user rights while blocked, either via the API or via the Special:Userrights on-wiki interface.
