In the MediaWiki wiki software, a user may be blocked (prevented from editing or modifying any pages) if they vandalise or disrupt the wiki. While blocked, a user should not be able to perform any functions on the wiki (except for a small number of allowed tasks).

Your task is to fix the issue described at https://phabricator.wikimedia.org/T102063. That is, to ensure that users cannot modify change tags while blocked.
